Our Project

Under the leadership of the Federal Ministry of the Interior and Community (BMI), an interdisciplinary team is developing a prototypical, eIDAS 2.0-compliant infrastructure for digital identities in Germany, and thus the basis for German EUDI wallet(s). This prototypical infrastructure is to be designed in an open, participatory, and transparent dialogue with civil society, associations, academia, and representatives from the private sector.

Objectives

The central objective of the project is to develop an overall concept for a prototypical infrastructure within the framework of the updated eIDAS regulation (eIDAS 2.0) that ensures the successful implementation of the new regulation in Germany. This concept will be tested in close collaboration with diverse partners and experts. Specific sub-goals have been developed to ensure the success of the project:

  • Active involvement of the public and civil society to ensure a high level of user acceptance
  • Clarification of how wallets, issued or certified by the federal government, can be operated sustainably
  • Elaboration of financing models for the wallet operator(s)
  • Elaboration of general requirements for the EUDI Wallet, for example in terms of use cases and data protection

These objectives will be pursued to ensure a positive user experience, broad market acceptance, intuitive usability of the wallet(s) as well as accessibility and inclusion. After more than 60 position papers were submitted at the beginning of the process, more than 100 people and organisations are now participating in the architecture & consultation process as part of the various consultation formats.

Approach

In order to achieve these goals, regular workshops and other exchanges are organised in which participants of the consultation process discuss and develop proposals on the central themes and goals of the project. Since August 2023 workshops are being held on the following topics, based on around 60 position papers submitted at the beginning of the process and consultation formats:

  • Definition of use cases and requirements
  • Elaboration of potential wallet business and issuance models
  • Exchange on data protection and minimisation
  • Elaboration of the wallet architecture

Throughout the entire process the framework conditions in Germany, such as the German eID and register landscape, are considered at all times.

Participate

The development of the prototype infrastructure and the prototype of a German EUDI wallet has been ongoing since June 2023 and is taking place in close dialogue with civil society. This includes an exchange with associations and companies, with academia as well as with representatives of the federal states and municipalities. In this way, the Federal Ministry of the Interior and Community wants to ensure a process that is open and transparent, enables innovation and allows political decisions to be made considering both different interests and the available information.

How you can participate

You are invited to formulate comments and queries on the architecture proposal as well as on other published results, which will be gladly answered and can be included in the further architecture & consultation process for the prototypical eIDAS infrastructure.
