1.1. What is the sandbox

The EUDI Wallet sandbox is the gateway to the European Digital Identity (EUDI) Wallet ecosystem, an environment designed for testing and innovation aligned with the upcoming production environment. As a key building block of the German government’s EUDI Wallet initiative, it is the first official environment where organizations can test their integrations with the upcoming national EUDI Wallet before full scale deployment.

The sandbox is open to all organizations, public or private, that want to test their use cases, offering the possibility to experiment with test data before going live.

At launch, the sandbox supports digital identification through Person Identification Data (PID), which is the foundation for trusted identity verification under eIDAS 2.0. This initial capability allows participants to validate identity flows, integrate their services with the EUDI Wallet, and ensure compliance with technical and regulatory standards.

As a relying party (RP), you will be among the first to participate if you have a PID use case and when you are technically ready for testing. Your early involvement is key, your feedback will help shape best practices and guide other organizations in preparing for integration before the broader rollout. The Sandbox project team will support interested organizations with guidance on defining PID use cases and preparing for integration.

1.2. The critical role of the sandbox in the national EUDI Wallet ecosystem

The national EUDI Wallet sandbox is a foundational part of the German EUDI Wallet ecosystem. Participation in the sandbox is a mandatory step for any organization aiming to launch services in the live EUDI Wallet environment.

2. Becoming sandbox ready, first wave, expansion, and how to prepare

The sandbox will initially welcome organizations that are ready to test their PID use cases under realistic conditions, using test data to simulate real world scenarios. These early adopters will validate identity flows, providing valuable feedback to strengthen the ecosystem. Since the ecosystem and the national EUDI Wallet are still under development, the sandbox will act as a collaborative learning space, fostering exchange and preparing for integration of the broader rollout ahead.

2.3. Scope of support of the national EUDI Wallet sandbox

The sandbox follows a self service support model to ensure scalability and efficient use of public resources. Most early discovery work can be completed independently using the resources available in the Ecosystem Knowledge Centre and our onboarding and developer guides.

What you can expect

  • Structured guidance and resources: The sandbox provides comprehensive documentation, onboarding checklists, technical guides, use case templates, FAQs, and access to support channels. These materials are designed to help you navigate the onboarding process and technical integration independently.
  • Shared support formats: Our team offers structured guidance through group sessions, written documentation, and asynchronous support formats. You can expect help with wallet access and limited debugging support.
  • Collaboration and networking: Participants are encouraged to cooperate, share insights, and learn together. The sandbox fosters a collaborative environment where sector specific working groups help address industry challenges, and knowledge is shared among all participants.
  • Access to test environment: You will have the opportunity to test your use cases in a production like environment using test data, allowing you to refine your solutions before going live.

What you should not expect

  • Individual consulting: While our team is available to answer questions, we cannot offer one on one consulting sessions to develop or refine specific use cases. RPs are expected to use self service materials and established communication channels before requesting additional guidance.
  • Turnkey solutions: Each RP is responsible for developing or sourcing their own software solutions, whether by building in house, using open source components, or engaging external service providers.
  • Full service project management: Organizational and technical contacts must be designated within your team. External service provider discussions and project management are to be handled independently by each organization.

2.4. Who can join the sandbox and become a relying party?

The sandbox is open for companies, public institutions, and technology partners who are interested in exploring wallet functionalities in real world scenarios before full scale deployment.

Before joining the EUDI Wallet sandbox, your organization should ensure it meets several key prerequisites:

  • Location and service: You must be based in Germany and operate a digital service or platform that requires user verification.
  • Defined PID use case: Registration is only possible with a clearly defined use case. Initially, the sandbox supports Person Identification Data (PID) use cases, so your intended service should align with this functionality.   • Internal organization: RPs must allocate budget, technical, and operational resources, and designate organizational and technical contacts. Legal support may be needed, especially for advancing to real use cases later on.
  • Provision of own software: Required software must be developed, supported by open source solutions, or obtained from external providers. Support is available for wallet access and, to a limited extent, debugging, but not for full development.

2.5. EUDI Wallet sandbox onboarding steps

The onboarding process for the EUDI Wallet sandbox is structured into an individual onboarding phase, followed by an onboarding with the national EUDI Wallet project team. During individual onboarding you will have access to all sandbox resources. The kick off call marks the pivotal moment when the relying party officially enters the national EUDI Wallet ecosystem.

Begin your journey by submitting your contact details through our contact form and become part of the sandbox community. This step connects you to the sandbox network, ensuring you receive updates, invitations, and relevant onboarding information.

Explore the Ecosystem Knowledge Centre to understand the ecosystem, onboarding requirements, and eligibility criteria. Use the sandbox readiness checklist to assess your organization’s readiness, including technical, organizational, and compliance aspects.

3. Declare intent to join the Sandbox Submit the RP sandbox form - to be updated - to declare intent of participating in the Sandbox as a Relying Party. After a quick review, the Sandbox team will contact you to outline the next steps and guide you through the onboarding process.

Define your organization’s use case for the sandbox, ensuring it aligns with PID functionality and sector specific requirements. Complete the use case template, sent to you by our team and submit it to the project team for review.

5. Kick off call invitation
Upon approval of your use case, you will receive an invitation to the official kick off call. This session marks the formal start of your onboarding and introduces you to the national EUDI Wallet support team and further resources.

Please note that approval of individual use cases is only a temporary measure while we are still ramping up support resources, information material, and technical capacities.

6. Support during process and testing
Throughout onboarding and testing, you will have access to support documentation, FAQs, and group support formats. While individual support calls may be available for specific technical issues, most guidance is provided through self service resources and shared channels.

Complete the implementation and validation of your use case in the sandbox. Ensure your solution meets all technical, compliance, and operational requirements, and prepare for transition to production.
