Architecture & consultation process for EUDI Wallets in February: EGOM working group and open online consultation hours
The next two meetings of the EGOM working group will take place on February 3 and 17, 2025, from 16:30 to 18:30. In the meeting on February 3 (working language: German), we will look at how the EUDI wallet can bring added value in specific public administration processes and what challenges exist. We look forward to hearing the perspectives, experiences and examples of the Deutsche Rentenversicherung (DRV) and the Federal Office for Migration and Refugees (BAMF), among others.
The open online consultation hours in February (from 4:30 pm to 6 pm) will focus on the topics of pseudonymization and Relying Party Authorization. In the session on February 5, Frederic Kehrein from the Federal Office for Information Security (BSI) will provide an insight into the topic. We will discuss the legal requirements of the regulation, the underlying technical concepts and how these approaches are being pursued for Deutsche Wallet. The session on 19.02. will focus on Relying Party Authorization and the protection of credentials through disclosure policies: In this session, the infrastructure team would like to present an innovative approach that makes it possible to control access dynamically via credentials. The aim is to present a flexible and scalable solution and to discuss it with you.

A concept for EUDI Wallets
Under the guidance of the Federal Ministry of the Interior and Community (BMI), an interdisciplinary team of experts in Germany is developing a concept for European Digital Identity Wallets (EUDI Wallets) as part of the implementation of the amended eIDAS Regulation. EUDI Wallets are digital wallets that will enable citizens to securely identify themselves digitally and to digitally store and manage documents such as driving licences, certificates, and insurance cards. The concept for this is to be developed in an open, participatory, and transparent dialogue with civil society, associations, academia, and representatives from the private sector. Regular workshops and open consultation hours are therefore organised. In addition, everyone has the opportunity to contribute directly via the platform OpenCoDE.

eIDAS 2.0 and EUDI Wallets
On 11 April 2024, the amendment to the eIDAS Regulation was signed, thereby defining the future of digital identities in Europe. The eIDAS Regulation is a European regulation that promotes the use of electronic means of identification and trust services in the EU. It enables secure online identification and the use of electronic signatures, seals, and time stamps. The aim is to improve cross-border interoperability and strengthen trust in digital transactions. The amendment, often referred to as eIDAS 2.0, updates the original version of the regulation and is the foundation for EUDI Wallets.
The regulation stipulates that all member states of the European Union must issue or certify one or more EUDI Wallets by early 2027. Each member state is therefore developing its own concept for the implementation of eIDAS 2.0. In addition to high data protection standards and Europe-wide usability, ease of use and free availability for citizens must also be ensured. Prototypes of EUDI Wallets are being tested in various use cases to ensure their interoperability across Europe. These trials are part of large-scale European funding projects known as large-scale pilots (LSP).

Public participation
The concept for EUDI Wallets is being developed as part of the architecture and consultation process, with continuous involvement from the public. Interested citizens, associations and representatives from the private sector and academia have the opportunity to contribute their expertise, suggestions, and feedback to the process in various consultation formats on an ongoing basis.
The aim of the consultation process is to actively work together with various interest groups, take their concerns into account and thus include as many perspectives as possible in the development. This not only guarantees a high degree of transparency, but also ensures that the EUDI Wallets that will later be created are very user-friendly and widely adopted.
