Development of the Governmental EUDI Wallet and Establishment of the EUDI Wallet Ecosystem

Germany is working on a solution that can be used throughout the EU for digital identities within the framework of the European eIDAS regulation: the European Digital Identity Wallet (EUDI Wallet). The national EUDI Wallet project aims to provide a secure, user-friendly, and interoperable digital wallet that enables, for example, proof of identity. In addition to identity documents, citizens can also store and manage a wide range of other digital documents in EUDI wallets, such as driving licences, education and health certificates, registration certificates or travel documents. These credentials can be used for authentication or presented to third parties such as authorities or banks, when needed.

In parallel, the project focuses on building the EUDI Wallet ecosystem, which involves both private and public stakeholders. This ecosystem is intended to form the foundation for using the wallet and integrating it into various services. It promotes interoperability and usability across diverse sectors through open standards, clear rules and a simple onboarding process.

The project is led by the Federal Ministry for Digital Transformation and Government Modernisation (BMDS). It is implemented by SPRIND in cooperation with partnes to establish an open, secure and future-proof EUDI wallet ecosystem in Germany.

Third Funke Conference on October 14, 2025, in Berlin

Transparent from conception to implementation

From the outset, transparency, openness and the integration of diverse perspectives from civil society, business, science and public administration have been at the heart of the project. The architecture and consultation process laid the foundation for the design and prototype development. The project has now advanced into the active implementation phase. Two key documents form the basis for the implementation:

  • The blueprint for the EUDI Wallet ecosystem: includes proposals for a technical architecture, a governance and operational model for the ecosystem and further considerations for implementing the national wallet ecosystem in Germany.
  • The architecture documentation of the governmental EUDI Wallet: describes the current development status of the governmental wallet and contains detailed information on the system architectures developed.

The EUDI Wallet project is comissioned by the Federal Ministry for Digital Transformation and Government Modernisation (BMDS) and by the Federal Agency for Breakthrough Innovation (SPRIND) together with an interdisciplinary team from various organizations:

  • Federal Agency for Breakthrough Innovation (SPRIND): Project implementation, joint management with BMDS; development of the state EUDI wallet and establishment of the ecosystem
  • Federal Office for Information Security (BSI): Technical security and standards for EUDI Wallets (HSM, signatures, etc.)
  • Bundesdruckerei: Technical partner for secure identity components and trust services

The EUDI Wallet project is being implemented by an interdisciplinary team of experts working together on the design, development, and implementation of the national EUDI Wallet for Germany.
